Keynote Speech: Toward “Un-Wired” with Internet-by-Design

Speech Summary
COVID-19 accelerates innovations of digitization with the Internet in all business sectors. Especially, the education and healthcare business has experienced huge impacts for their basic and essential business structure. For example, we realize that a lot of educational activities can be by online without physical appearance and that lectures can be not for few dozens in physical lecture room, but for millions in the Internet and in the cyber space, i.e., without the limitation of time, location, age or gender. This is "un-wire-ing" from anchors connected to physical domain. This shall lead the innovation of all systems on the globe with Internet-by-Design.
Speaker Bio
He received the B.E. and M.E. degrees from Kyushu University in 1985 and 1987, and received Ph.D from the University of Tokyo in 1998. In 1987, he joined Toshiba Corporation. From 1990 to 1991, he has been at Bellcore Inc., New Jersey (USA), as a residential researcher. From 1994 to 1996, he has been at Columbia University (USA). During his staying at Columbia University, he has proposed the CSR architecture, i.e., an origin of MPLS(Multi-Protocol Label Switching), to IETF. From 1996 to 1998, he has conducted the CSR project in Toshiba, as a chief architect. He is an executive director of IPv6 promotion council, a vice chair of JPNIC (Japan Network Information Center), an IPv6 Forum Fellow, a director of WIDE Project, director of Japan Data Center Council, a director of Green University of Tokyo Project and Chief Architect of Digital Agency Japan.

Artificial Intelligence in Healthcare: Opportunities and Challenges for Low Resource Countries

Abstract
The potential of Artificial Intelligence (AI) in transforming healthcare in Low Resource Countries. In highlighting the potential, the talk will provide examples primarily from the biomedical imaging and radiology applications. While there is an immense potential of AI in healthcare, there are also some important challenges in Low and Middile Income Countries (LMICs) like Nepal to take benefit from the advances of AI while minimizing the potential harm. I will discuss these aspects taking the example of Nepal.

Bishesh Khanal is a co-founder and director at NAAMII, a profit-not-distributing research institute in Nepal. After completing his PhD from INRIA, Sophia Antipolis, France, and Post-doctoral research at King's College London and Imperial College London UK, he moved back to Nepal due to his strong interest in strengthening the scientific research and innovation capabilities of Nepal. His key areas of interest include visual perception, learning in low resource language, machine learning, and AI with a special interest in applying them to global health problems. He believes that the advancement in computational science and AI has provided a unique opportunity for resource-constrained countries to explore exciting avenues of research using some computers and quality manpower, effectively democratizing innovation in medicine.

The talk will tackle how the PNP took the leap to transform from within due to the unexpected COVID-19 crisis. As a peace and order authority implementer, the PNP cannot afford to be vulnerable at any time even during the pandemic. The talk will also cite how the government has accelerated the adoption of emerging technologies to this new landscape to outlast the Covid crisis.

She is a governance strategist, trainer and an IT Officer of the Information Technology and Management Service for the Philippine National Police. She has been serving the country as a police chief officer for more than ten years now and has contributed her skills and expertise as Assistant Division Chief and a Member of Audit Team of the PNP Center for Police Strategy Management when she pursued her doctorate on Development Studies and Management for further leadership equipping.
